David L. Ruttle specializes in community college law, local government law, corporate law and other business entities including, but not limited to, partnerships and limited liability companies. Mr. Ruttle also advises clients with commercial leases, finance, and other transactional law. He has represented numerous municipalities, community colleges, special districts and private employers. In addition, Dave has represented various governmental agencies and intergovernmental pools such as Will County 911, Southwest Agency for Risk Management (property, casualty, worker's compensation and public official liability insurance) and Southwest Agency for Health Management (employee health insurance). In Mr. Ruttle's representation of these various entities, he has provided services in all areas of the law including governance, employment and financial issues. He has also provided advice with respect to issues of land use, annexations and zoning. Dave began his legal career in 1971 as an associate with McKeown Law Firm and has continued his association with such firm through the present date in which he serves as the most senior partner. In his capacity as an attorney with McKeown Law Firm, he has represented various municipal entities such as the Village of Romeoville, and has performed legal services for the Villages of Plainfield and Mokena. While representing such municipalities he has been involved in various types of legal issues pertaining to governance, annexations, zonings, bond issues, including the acquisition of a portion of a utility company, bond issues pertaining to acquisitions of real property, bond issues pertaining to improvement of sanitary sewer lines and water mains and creative financing with respect to the construction of a police station and fire station. Since 1997, Mr. Ruttle has been the primary attorney for the Law Firm with the responsibility of representing Joliet Junior College. In such capacity, he has been involved in all legal issues pertaining to the operation of the College including governance, employment, free speech, building construction, commercial contracts and other issues pertaining to the College. Mr. Ruttle was instrumental in creating the vehicle necessary to enable the College through the Joliet Junior College Foundation to construct the first Illinois student-housing site in the campus of a community college. This financial model has been utilized in various forms by other community colleges. Dave has served on numerous boards and been involved in civic activities throughout his legal career. Mr. Ruttle has served for two terms as the Chairman of the Greater Joliet YMCA and continues to serve on the Board of Directors of the Association. In addition, Dave has served as Chair for the Will County Center for Economic Development and continues to serve such organization as Chairman of the Economic Development Committee, member of the Executive Committee, Strategic Policy Council and Board of Directors. Mr. Ruttle is also serving on the Presidential Advisory Council for the University of St. Francis and serves as general counsel for the Will County Community Foundation. With respect to McKeown Law Firm, he served for a number of years as the managing partner of such firm. |
